Peters reference names a component which may cause problems and which would result in reported Windows events.
If I remember right, my notebooks OEM has such tools too when using his maintenance tools. Some other tools of different publishers allow to configure a ressource limitation and this works. I'm more concerned that it does temporily some blocking, about an hour long. I have chosen a configuration that implies it taking long.

I complain at one software house to update its design as it takes too many resources too long. And I don't complain about this notebooks speed. I have anti-virus and several other services enbabled. Whenever I take a look at it, it's telling me to alter between some boost frequency and 800-890 MHz, with a CPU usage around 33%. So HWiNFO is reporting me that 400 MHz is the minimum frequency of my CPU. We don't know neither these settings nor the energy saving settings of the OP resp. This tool reports me that my CPU is configured at its standard TDP, not the upper nor the lower configurable TDP. It provides much more detail, some of which is reported also in the thread mentioned by Peter with different and more complicated path to access it. But I don't know how the OP configured his Windows task manager! When I want to know more details, I start the tool HWiNFO32. on my i7-8550 CPU, the CPU is switching frequency so quickly and often that Windows task manager doesn't show the real frequencies, more a kind of average, as I configured it to update display slowly. The OP has not yet provided any hint why it shouldn't.Į.g. It should still show the correct CPU speed even if it's only using a small percentage. And why are there running so many processes?.With antivirus enabled, it would be more busy. That's one of the reasons why your CPU has so little to do so that it can turn down a bit. There is some interaction with some Intel drivers responsible for the management of the CPU and of the system board. There is no application involved in this normal behaviour. And even if you would succeed in replacing the CPU, you're not guaranteed that this method did not harm other components of your system board too. But be aware that replacing a CPU is probably not a supported maintenance method. Then the CPU will be destroyed by the stress test before finishing that test. But after you succeeded in disabling it, you should run a performance test to verify that such bottlenecks have been lifted.

I don't know how to disable such healthguard features of the CPU. It would be a reliable method for quickly destroy the CPU. And if you would intervene in too much in these automatic policies, you would prevent also any safeguards Intel has builtin to prevent overheating when the CPU gets busy. The last microcode update was a few years back. And I haven't seen any CPU microcode update in the past year. I don't know if the OEM offers any update of the firmware.

The driver causing this symptom is the microcode of the CPU and the firmware of the system board. And if he interrupts notebook use by a phone call coming in on his phone instead of his notebook, it might even slow down further, not in speed but in CPU usage. Typing something will not require many resources and hence will not keep the notebook busy. Or do you mean that the user has chosen to currently not ask much of his notebook is an issue?
